A pair of youths have been charged after an incident which occurred last summer in Chester Basin.
Allegedly, the two youths swung a noose at a black man and his family while at a beach on Lower Grant Road.
The youths have both been charged with willfully promoting hatred as well as inciting hatred.
The pair are scheduled to appear in Bridgewater Provincial Court on June 30th.
