The Atlantic Bubble is still expected to reopen on Monday, April 19th with borders opening across Nova Scotia, New Brunswick, PEI and Newfoundland & Labrador for quarantine free travel between provinces.
However, if one French Territory gets their way, you may be able to travel ‘internationally’ within an expanded Bubble:
The government of Saint Pierre and Miquelon would like to join the Atlantic Bubble.
It has zero active cases, and 50% of its population has had at least one dose of the vaccine.

If access to the bubble is granted and you want to go to France, you will need a valid passport.
